The Pennsylvania Department of Transportation (PennDOT) is implementing a new Smart Transportation approach to developing transportation projects that are much more closely aligned with land use issues. Smart Transportation requires embracing the evolving financial, environmental, land use, transportation and community contexts when approaching the next generation of transportation challenges.

Orth-Rodgers & Associates was the principal author for the Smart Transportation Guidebook, and also recently completed drafting the newly issued PennDOT Transportation Impact Study Guidelines related to Highway Occupancy Permits.

Orth-Rodgers received the following commendation from Bill Gomes, APA/PPA Central Section Chair, “On behalf of the Central Section of the Pennsylvania Chapter of the American Planning Association I would like thank you for your willingness to participate in the Traffic Impacts: Finding a Smart Solution program…. Our intent was to create a learning atmosphere for all those present. Your contribution was important in making this a successful workshop. Again, thank you for your assistance with the program.”
