YORK COUNTY
PRELIMINARY AND FINAL DESIGN

Orth-Rodgers & Associates, Inc. (ORA) was retained by PENNDOT District 8-0 to complete the preliminary and final design for this 3.3 mile roadway restoration project. The project also included two box culvert replacements.

Environmental services performed for the project included the preparation of a Level 1b categorical exclusion evaluation, wetland investigations and permitting, and Section 7 consultation for a threatened and endangered (T&E) species, the bog turtle. As part of the T&E investigation, a Phase I and II habitat evaluation was performed for the bog turtle and coordination with Federal and State Resource Agencies was conducted as part of the biological assessment and formal Section 7 consultation process.

The highway design for this project was completed based on PENNDOT's 3R betterment criteria. Items to be included in the plans were identified during a design field view with PENNDOT. Proposed work included pavement base repair, drainage improvements, minor widening and overlay, guide rail updates, and signing updates. In general, work was within the existing legal right-of-way except at the two box culvert replacements.

The box culvert designs included measures to minimize impacts to the bog turtle habitats. These included a depressed bottom, u-wing construction, and backfilling the rock aprons with fines to provide passable channel for the bog turtles. A two phase detour plan was developed for the construction of each culvert.
