Center City Signal improvement project

The project involved the modernization of 325 signalized intersections in downtown Philadelphia within the three-square-mile area bounded by the Delaware River, the Schuylkill River, Spring Garden Street and South Street. The project will improve signal displays to bring them into compliance with federal standards, and replace outmoded electro-mechanical controllers with solid state controllers. A computerized control system with communications to each intersection was recommended to allow down-loading of timing plans and monitoring of controller status from a central office. The central control office will provide an interface with the Traffic and Incident Management System developed by the Pennsylvania Department of Transportation on area interstate highways. Other project goals were to minimize electrical costs, improve pedestrian crossing at intersections through removal of street furniture obstructions, and install handicap ramps. Improved street name signs and directional signs to attractions were also included.

The study investigated available alternatives and provided recommendations for controllers, communications, and systems. ORA also met with City engineering and maintenance staff to develop system goals and objectives consistent with the City's needs for specific traffic control features and its operating budget.

ORA designed detailed construction plans and specifications for the first phase of the project, including improvements to 95 intersections, communication cable routing, pavement markings and signing. ORA also assisted the Department of Streets in the selection of a firm to provide central computer system software and system integration services. ORA is under agreement to design the remaining 230 signals.
