Open end Contract for Traffic Engineering Services

Orth-Rodgers & Associates, Inc. (ORA) was hired by PennDOT District 12-0 as the Prime Engineer for a $500,000 five-year Traffic Engineering Open End Contract.

Work Orders are assigned on an “as needed” basis for Fayette, Greene, Washington and Westmoreland Counties. Types of projects include, but are not limited to:

Corridor needs studies; roadway betterments; roadway improvement projects; railroad grade crossing projects; ITS projects; and other types of roadway or traffic projects. Other types of traffic engineering services include but are not limited to: traffic signal system design; work zone traffic control plans; signing plans; pavement marking plans; traffic impact study reviews; Highway Occupancy Permit reviews; point of access study reviews; safety audits; corridor needs assessments; and general traffic studies (i.e., speed, stop signs, weight limit, signal warrants, origin/destination).

ORA has completed two studies under the contract:

  • The SR 21 Needs Study in which ORA reviewed current crash data and updated the crash study associated with the Needs Study. The original Needs Study and Environmental Overview was prepared by ORA in 2001.
  • The St. Georges Station Road Traffic Signal Warrant Study in which ORA collected turning movement and ADT counts, performed traffic analysis, and completed the traffic signal warrant study.

ORA currently has the following projects under contract:

  • The Easy Street/Route 21 Intersection Improvement Project in which ORA performed traffic analysis and completed preliminary roadway design for widening and the installation of a traffic signal. The project is currently in the preliminary design stage, and in the process of obtaining feedback from stakeholders through a public involvement campaign coordinated by ORA.
  • General Traffic Engineering Services for Westmoreland County.
