Orth-Rodgers & Associates, Inc. (ORA) was founded in 1977 in Philadelphia, Pennsylvania to provide traffic engineering services to the private sector and to the communities. ORA swiftly gained a reputation for successfully completing the most difficult and controversial developer-sponsored projects throughout the Middle Atlantic States. Public agencies with complex transportation problems soon called upon ORA, and the firm began developing strategies for reconstructing freeways, preparing master transportation plans for communities, and designing traffic signal systems.

Co-founders, Robert M. Rodgers, PE, PP, PTOE and H. Richard Orth, PE, opening day, April 1, 1977.

By the early 1990's the firm had grown to forty employees with a branch office in Bridgewater, New Jersey. While maintaining our private, municipal, and county clients, the firm began a successful transportation planning practice assisting Pennsylvania DOT secure environmental Records of Decisions in its most significant highway projects.

A supporting land use and socioeconomic planning function was added to the firm to supplement this practice. Also in the 1990's, the firm's highway design practice, focusing on Highway Occupancy Permit design, entered a period of sustained growth for the Pennsylvania, New Jersey and Delaware Departments of Transportation with intersection design projects and the design of a major freeway. Today, the firm has over 85 employees.
